Alabama’s recovery planning under the RESTORE Act is designed to guide long-term investment in coastal restoration, infrastructure, and economic resilience following the Deepwater Horizon oil spill. The Alabama State Expenditure Plan identifies projects funded through the Spill Impact Component of the RESTORE Act, while the Multi-Year Implementation Plan outlines activities supported through the Direct Component. The Alabama Gulf Coast Recovery Council oversees this planning process and helps prioritize projects for funding consideration. Created through the RESTORE Act, the council brings together state and local leaders representing coastal Alabama communities, including Mobile and Baldwin counties and key Gulf Coast municipalities.
